Is /Library Safe to Delete?
No. ~/Library is a core macOS folder. Never delete the whole Library directory.
Side effects: Deleting ~/Library breaks app settings, Keychain access, Mail, Messages, and most Mac apps.
What is ~/Library?
~/Library stores application support files, preferences, caches, fonts, and sandboxed app data. It looks hidden and 'technical,' which is why cleaners flag it, but the parent folder is not junk. Safe children include Caches and Logs. Dangerous children include Preferences, Application Support, Containers, and Group Containers. If MacMop shows ~/Library, drill into it and delete known-safe subfolders instead.
